utility problem, blocks the right learn and shoulder at richie highway, 4th avenue. on the top side, no issues between the 83s. traffic looks good on the west side. the roads are dry, jamie and megan, back to you. a cop is being hailed a hero this morning after saving a 4-year-old girl. he performed cpr on the child after she stopped breathing. we spoke exclusively with the girl's father. >> the dad new his daughter wasn't feeling well. brook is alan beam's only child. daddy's little girl. the 4-year-old stopped breathing early tuesday morning. she had pneumonia and croup.

the dad called 911. the corporal was minutes from the home and jumped into action and performed cpr on the girl. windsor said it was tough to put his emotions aside. >> chest compressions, and uh, as soon as i started that, a police officer came. >> try to react appropriately and do what you'd hope anyone would do for their own child in the situation. >> the corporal says everyone should take time to learn cpr. brook is recovering at a hospital in baltimore and could be released as early as today. it is 5:01. baltimore county police say they suspect foul play in the death of a man in cockeysville. they're waiting for a report of a body in stone court. still no word on the victim's

identity. a woman in west baltimore, her body was found in the 1900 block of mclean avenue yesterday morning. the victim was stabbed to death. the suspected gang leader convicted of ordering a teenager's murder will spend time behind bars. raulings isn't eligible for parole. parish's mt ed the death penalty, but was satisfied with the punishment. >> justice for him. he can't speak for himself. he's gone. i have to make sure that they were held accountable. >> this is the first time baltimore county has convicted someone for a hate crime. it is 5:03. from stink bugs to bedbugs, it's

time to get the big swatter out. sherrie johnson is live at the memorial building downtown as we figure out a way not to get bugs. >> reporter: baltimore city health officials will hold a meeting in downtown baltimore. the focus is try to figure out how to battle against those pesky bedbugs. health officials will be on hand today to answer questions from the public, answer any concerns they may have against the bedbugs, the blood sucking critters known as bedbugs turned up in the library. a worker checking in returned books, found bedbugs in a pair of children's books. the county hired exterminators and in howard county, a couple filed a $500,000 lawsuit over a bedbug infestation in an ellicot city apartment.

the couple was forced to move out of their apartment and throw away most of their possessions. they said their apartment was never properly treated for bedbugs. as you can see, they are popping up all over the place. baltimore city health officials want to figure out a way to fight against them. that meeting kicks off today at noon at the war memorial building. four minutes after 5:00. landlords have two weeks to make sure every rental unit has a carbon monoxide detector installed. requires the devices in every unit of every property new or old. failure can result in fines up to $500 per unit. >> we'll follow up this fall and we'll spot check those apartment complexes with our inspectors. we'll have them go in and randomly select certain

up for you. go to our website, abc2news.com. click on think pink. all right, we spent an entire summer, in fact we spent part of spring and even part of the start of fall just about the heat, an occasional storm here and there and close brush with earl off the coast. we have something different going on now. while it appears cloudy on our satellite imagery, we should see sun this morning, shift our focus towards the south. look at that slug of moisture, not just the line of moisture down the east coast. focus on what's happening across central and southern florida. that's the northern fringe of a developing tropical storm. it'll be named nicole at some point today. it's not going to be about the wind, but taking the moisture from the caribbean and bring it our way. we could have extensive flooding rains across the entire east

coast tomorrow into friday morning. upper 50s to a high of 71. we'll try to hold off showers until this evening, there could be scattered afternoon showers. the real rain does arrive tomorrow. let's talk about the traffic right now, here's kim brown. >> overnight road work has the far right tube on the fort mchenry tunnel in the southbound lanes closed at this time. also in brooklyn park, richie highway, southbound, 4th avenue, right lane and shoulder are taken away because of a utility problem they're working on. from owings mills boulevard to the beltway, an additional four-minute ride. here we are, 95 at 195 looking good. southbound lanes going into howard county, further into the capital beltway, no problems. all the lanes look good from 695

managers now earning 81 cents for every dollar earned by their male manager counterparts, compared to 79 cents before 2000. >> there's a bright spot and more women are gaining education, we're closing the education gap, but we're not closing the pay gap. >> reporter: while having children contributes somewhat to this discrepancy, childless women make less than men. researchers can't figure out why. >> prejudices that exist are based on ideas we had from another time, another kind of economy, another type of family life that don't exist today. >> the gao report finds women have made slow progress moving into management. as of 2007, women accounted for about 40% of the managers in the u.s. workforce. in 2000, females held 39% of management positions. >> until women achieve parody and pay in business leadership roles, they'll be marginalized

in every other arena. >> reporter: despite discouraging statistics, women will soon outweigh men in the workforce because men lost 74% of the jobs during the recession. news time is 5:17. people in harford county will soon have a new place to shop. a new kohl's opens up in forest hill. the story will officially open its doors at 7:00 a.m. it's the 21st kohl's store to open in the state of maryland. toys r us is gearing up for the holiday shopping season. the company is going to look to hire about 45,000 temporary workers this season. about 10,000 more than they did last year. much of that seasonal help will be for 600 toys r us stores. budweiser is trying to drum up more business today.

it will offer free samples at participating locations. it's all part of national happy hour. budweiser sales are down, other consumers have traded down and many switched to light beers. good morning, 5:18. we have ourselves what appears to be a clear sky, it looks cloudy on our satellite imagery. should make for a nice sunrise. 55 degrees here in baltimore. you'll notice what appears to be much milder, 63 in philly, 69 in york. much cooler, 49 towards allatoona. it appears as if the clouds trying to hang tight. frontal boundary to our south, returned surge of moisture, will try to fight its way back in today. we'll try to hold it off in baltimore until the mid- to late afternoon hours. it'll try to surge all day long as we have basically two things going on here. we've got one area of low pressure to the south.

we've also got a developing possible tropical system, could be named nicole at some point today. that's going to ride and get enhanced by the jetstream wrapping around the cold upper level low. we're going to continue to watch that. the general consensus of looking at a lot of different computer models, some trying to bring it inland, some trying to kick it out into the ocean. the general idea is pushing the general pattern up the chesapeake bay by thursday night into friday morning. this is what that means for us. it'll get wet. we'll have a lot of rain and a good chance we'll have flooding around here. orange and red shading talking about rainfalls. looking at some areas that could wind up with over five inches. the main area of low pressure may wrap this rain around through midday and the afternoon on thursday.

with the conveyor belt, tropical moisture and still lingering friday morning. flood watch through thursday evening may get extended. we have to watch the high tides, fort mchenry, just before noon on thursday. just after midnight at 12:44 on friday. temperatures today, this is actually not 79, we had a glitch in our system here. we're expecting temperatures in the lower 70s. we'll bring in rain later in the day. here's kim brown with a look at traffic. >> traffic is off to a good start this morning, fortunately not having problems on any of the major highways, we have a utility issue in brooklyn park, one lane blocked. the right lane and shoulder will be closed on richie highway in the southbound side. as we look at the beltway, harford road, you see traffic flowing along very nicely. not a lot of people out there. heads up as well, southbound on the fort mchenry tunnel, no problems through the tube. as we look at our drive times

now we've got the extended and adjusted forecast for you. temperatures today at best make it to about 71. there could be showers arriving, especially south of baltimore during the afternoon. we'll all get rain by tonight and tomorrow. heavy rain will greet us in the morning. average 2 to 4 inches. could see more in spots. flooding almost a guarantee in some places in central maryland through thursday night. we're looking at rain cutting off about friday morning. clearing out, mostly sunny, 73. we drop to the 60s over the weekend. right now it appears as if we stay dry. high temperatures going to feel like autumn as october greets us again this weekend. right now it is time to go up to new york and get this morning's tech bytes. >> reporter: in today's tech bytes, another way to read e-books. amazon has introduced kindle for the web. the application allows digital book buyers to read their books

in a web browser without downloading software. speaking of twitter, it's now in the process of rolling out its most dramatic overhaul since the site launched four years ago. users can check out pictures and video without leaving the site. the visuals are more pleasing. >> i think it's much easier to consume tweets and consume information on the site, but it isn't as easy to post tweets as it should be. you can't retweet someone else's tweet and add your own comments. and you can't easily add photos or videos into your tweets right within twitter.com. >> and you can read her full review on the wall street journal's website. those are your tech bytes. i'm rob nelson.
